Urgent care must be provided to everyone throughout the country.
Legally residing people
Necessary care must continue to be provided to persons residing legally in the country throughout Finland.
Children
Children receive comprehensive services throughout Finland. Care continues when the child turns 18. The guardian must be provided with the necessary services if the minor’s well-being would be seriously endangered by their denial.
Pregnant women
Pregnant women mest be provided with prenatal care. Essential postnatal care is guaranteed. Childbirth and abortion are considered urgent care. This will continue to be taken care of.
Disabled persons and social care
People with disabilities receive necessary care related to their disability. Social welfare services must continue to provide everyone with the necessary means of subsistence and care.
Other situations
Necessary services must be provided if failure to do se would be “manifestly unreasonable”. Necessary services must be provided if refusing it would “seriously endanger” another person or society.
Regional decisions
Welfare counties can make local decisions on the continuation of necessary services in their area. Helsinki and Southwest Finland have already made decisions on ensuring necessary services for all undocumented people.
